I love this list of strategic competencies - its something that functional business leaders BEG IT leaders to understand. Personally, I would rank "Improve the IT Function" as 3rd - I prefer the emphasis to be on the business, not IT.

We have to accept that the business doesnt care about our new protocol, server, web service or portal unless it first improves the business process. How can we help improve the "Business Process"? Build systems to improve quote to order forecasting, improve customer communications, increase product quality, decrease product R&D time/costs, reduce inventory, decrease delivery lead times, improve supplier performance and make operational data more readily available for strategic and tactical decision-making.
